The nose has to be much lower due to safety concerns, but they want the air to flow under the car and into the side pods, so designers have been making the end of the nose as skinny as they can.

someone may correct me, but I'm pretty sure it's to prevent the non-rigid nose cones that flexed to allow the front wing to move closer to the ground at speed, but still pass the legal height restrictions when parked.
